Nighttime. This place...it really brings a strange feeling of nostalgia to a Contractor like November. Many would find it foreboding, but he welcomes it...kind of. Above him, far in the sky, there's a humongous vortex of rainclouds, a potent downpour falling all over the area. It's the sort of weather November relies on the most, because here's where his power shines best.
He has his eye on two figures on the street -- a man and a woman. They haven't noticed his presence. November prepares to strike, extending a hand. Dripping water turns into large icicles, sharp and deadly. Gathering three, November takes aim. They're quite some distance away, but his aim...
...his aim is great. An icicle hits the woman on her back, right between the shoulderblades. November doesn't falter at all, he throws a second, a third icicle, all of them piercing her torso. These are very deadly injuries, there's no doubt.
Having fulfilled this, November retreats, getting off the building he was standing on, and descends onto the streets. His mission wasn't over yet! He had to now interrogate that man. Walking, confident, he waits for the man to appear.
Once eye contact was achieved, November acts. Planting a hand onto the wet pavement, November glows, and the water begins to freeze. It's not meant to be mortal! It's meant to immobilize the target. The advancing ice gets stopped by what seems to be electricity, crackling and breaking it, without wasting any time November tosses more icicles. Were this a stationary target he'd have hit it, but since it's a moving one the target dodges, launching what seems to be a hook of some sort onto a building, and tries to make a getaway.
Not good enough! Even though he tried to hit November while swinging, the agent simply chuckles, bats away the incoming attack with a longer spear, and throws it so the rope the target was using to flee gets entangled with it, stopping him. The target falls to the ground, back onto the water, so of course, as soon as that happens, ice freezes all over his shoes.
It's harmless. Annoying, maybe. It injures your pride, most likely. But it's harmless. November doesn't want him dead, after all. "I finally caught you" November boasts, and seems even more satisfied when the target decides to go for the kill, electricity coursing towards November...and doing nothing! "Unfortunately you won't be able to reach me from that distance. Nice, aren't they?" he says, showing off the thick rubber boots he's wearing right now. "Made in Japan. It's quality rubber. Electricity can't pass through at all"
November was fully in control here, so much he calmly takes out a pack of cigarettes, taking one to fulfill his obeisance. It's so wrong that he has to smoke every time he uses his powers, but at times like this, he makes it look cool! Better than the times he doubles over, coughing his lungs out. "Havoc is dead. Your mission should have been terminated immediately"
Not hard to guess this Havoc is the woman November killed just a moment ago. Taking the cigarette out of his mouth, he tries to convince the target.
"Do as we say without further resistance. We won't hold you accountable for this incident. We have no intentions of handing you over to either PANDORA or local authorities" It wasn't a lie, really. After all... "I just want to know about the organization you belong to" All he wanted was information. Then perhaps killing this guy would be necessary, but the information had to come first.
Expecting an affirmative answer, November added: "Decide rationally, as a Contractor would, 201BK" and took another drag of his cigarette.
This was it. Simple enough. The target had no choice at all. Anyone, especially someone with a 100% rational mind, would realize the futility of any action other than accepting, especially when the odds of you winning are very low.
That's why November didn't expect the target to launch a dagger at him.
The dagger embeds right into his arm, pretty deeply! November drops the cigarette, doesn't flinch at all from the immense pain such a stab wound would cause, and realizes the cord connecting the dagger to the target. Acting now was his only chance! Electricity courses through the cord, right when November pulls his arm back, just in time to avoid getting killed. That was it, better restrain the target more--
